Mr. Costner and crew have taken a known technology that the DOE has had for many years (tucked away), bought the patent, tuned it through research and is now selling it to BP. Business as usual in the US

Problem: According to Houtaling (Mr. Costner's Partner), the machines cost is roughly half a million dollars to build, the selling price per unit can easily be presumed appropriately priced to ensure investment recapture.
There is a much more cost effective (as in a several thousands of dollars) versus the $500,000.00 (build cost) and up before incidentals, such as power sources to run it, that BP's letter of intent to purchase a specified quantity of and by the way, American Spirit Enterprises has a simplified solution and is already proven (with a P) 1.) with complete success 2.) in use on location overseas for years 3.) in real life oceanic oil spills and this method is available for fabrication as we speak.
The simplicity of the fabrication of these units would invoke local coastal companies to put many people to work, (that still is kind of important, isn't it?).
Keep in mind that the demo video is only showing a manual load vessel for demonstration/calculation purposes only.
Don't let the crudeness of the video demo distract you as a viewer, the oil coming in your coast line is not in a lab setting and this demo does not require a lab setting to be built or work.
Note: these full units are already proven in oceanic spill scenarios. The full 250 gpm units use any type of 3" or above industry standard suction pumps that can be obtained from Grainger or any other supplier. (Suction hose diameter is dictated by vessel capacity and or depth desired for suction hose.)
The discharge side can be gravity or standard discharge pump assisted.
